१५ वर्ष पहले इस राज्य की नीव इसीलिए पड़ी थी क्योकि यह क्षेत्र आर्थिक और सामाजिक रूप मे काफी पिछड़ा था। युवाओं को रोजगार के लिए दूसरे राज्यो मे जाना पड़ता था। उद्योगों के नाम पर कुछ नहीं था। अौर तो और जरूरी सुविधाएें जैसे सड़के, बिजली इत्यादी की हालत भी बहुत चिंताजनक थी। हालांकी स्थिति अब भी ज्यादा बदली नहीं है करने को बहुत कुछ है फिर भी यदी एक चीज बदलनी होती तो मैं कुटीर उद्योगों की स्थिति बदलता उनके मंत्रालय को सीधे अपनी देख रेख मे रखता और उनको समय पर हर वो चीज जो उनके उद्योगों के फलने-फूलने मे मदद करती उपलब्ध कराता क्योकि पहाड़ी क्षेत्र मे विपरित भौगोलिक स्थिति की वजह से भारी उद्योगों का विकास संभव नहीं है। इसलिए मेरी नजर मे वहां के युवाअों को सक्षम बनाने का सबसे बेहतर तरीका कुटिर उद्योगों का विकास है इससे राज्य की एक और बड़ी समस्या पलायन को रोका जा सकता है।

सरकारी विभागों में आम जनता के हित लिये किये जाने वाले विकास कायों के लिये जो रकम आवंटित होती है ,उस रकम का बडा़ हिस्सा बाबू से लेकर अफसर तक और मंत्री से लेकर मुख्यमंत्री तक की जेब में जाता है, जिस कारण आम जनता सालों से टूटी सड़क, अधूरी शिक्षा, बदहाल चिकित्सा जैसी तमाम बुनियादी जरूरतों का रोना रोती है। और प्रदेश की बदहाल तस्वीर देश दुनिया को दिखती है, इस भ्रष्ट व्यवस्था को रोक के दम लूँ यही पहला काम होगा मुख्यमंत्री को रूप में।

अगर मुझे ये अवसर मिला तो मैं सबसे पहले यहां के टूरिजम को देश तथा विदेशों के कोने कोने में जबरदस्त प्रचार करूँगी। हमारा प्रदेश spirituality, religious places, adventure, and tourist destination में सबसे उत्तम है पर इस का सही प्रचार नहीं किया गया है। इससे न केवल टूरिजम को बढावा मिलेगा इससे प्रदेश, लोगों तथा कृषि विकास होगा और आर्थिक वृद्धि को गति मिलेगी। जो आज के मौजूदा हालात जैसे कि बेरोजगारी, पलायन, गरीबी को कम करने में सफलता देगी।

प्रदेश के किसानो को नकदी फसलौं जैंसे दलहन, तिलहन, बासमती आदि के बीज व जैविक खाद फ्री मे उपलब्ध कराता और उनके उत्पादौं की उनके घर से खरीद की व्यवस्था करता।

One of the needs is certainly to bring change in our system to generate employment: in-fact the scheme should be convincing enough so that a large number of people can be benefited.
I’d enforce below departments:
– Irrigation department
– Animal and Husbandry (पशुपालन) department
To encourage dairy products and cultivation of Uttarakhand crops, especially those are easy to grow with less investment. These options are easily adaptable by people of Uttarakhand as they are:
– Already associated with our native culture and lifestyle.
– Good return on investment.
– No specific skill required for starting.
With a dedicated focus on state Government (financial or advisory support), people can be encouraged for cultivation and animal husbandry. Our system of गोट is a natural way of fertilization just by keeping our animals (their dung) in the fields/farms overnight.
In additional govt will ensure to buy at least 80% of produced goods from people. I will promote NGOs to work in this area with people of rural Uttarakhand. I remember an NGO working near Ukhimath has created a few employment opportunity for people; Silk production using pahadi cocoon on a high altitude mountains. This will also immensely help us to stop/control migration of people which is the biggest problem in the pahad region.
अगर मैं उत्तराखंड का मुख्यमंत्री होता तो सबसे पहले कर्मचारियों, अधिकारियों की सुस्पष्ट तबादला नीति बनवाता। प्रकृति की सारी मेहरबानी होने के बावजूद अगर हमारा राज्य पिछड़ा है तो इसकी जङ में हैं एक जगह पर कब्जा जमा कर बैठे अधिकारी और कर्मचारी जो अपना काम करने के स्थान पर अपने राजनीतिक आकाओं को खुश करने में रहते हैं। यही भ्रष्टाचार का मूल भी है। 32,000 करोड़ रूपए का कर्ज होने के बावजूद राज्य तरक्की नहीं कर पाया तो इसका बङा कारण है कर्मचारियों और अधिकारियों की सुस्पष्ट स्थानांतरण नीति का न होना। राजनीतिक दलों ने अपने मतलब के अधिकारियों और कर्मचारियों को मनपसंद पोस्टिंग देकर, ईमानदार अधिकारियों, कर्मचारियों को परेशान कर अपना उललू सीधा किया है।
गर मैं उत्तराखंड का मुख्यमंत्री होता तो सबसे पहले शराब की दुकानें और ठेके बंद करा देता। भले ही शराब से उत्तराखंड सरकार को सबसे अधिक आय होती है पर ये भी सच है की यही शराब उत्तराखंड के भविष्य को उत्तराखंड के युवाओं को गर्त की तरफ ले जा रहा है। सरकार को शराब से अभी होने वाला मुनाफा तो दिख रहा है पर इस से उत्तराखंड के भविष्य की जो तबाही हो रही है उस पर भी ध्यान देने की आवश्यकता हैl
अगर मैं उत्तराखंड का मुख्यमंत्री होता तो मै सर्वप्रथम क्षेत्र के आधार पर आर्थिक रूप से कमजोर लोगो को आरक्षण देने का प्रयास करता फिर चाहे उसमे सामान्य वर्ग के लोग ही क्यों न हो। जो पिछड़ा है चाहे किसी भी जाति का हो उसका आर्थिक एवं सामाजिक स्तर ऊपर उठाने के लिए प्रतिबद्ध होता।
से की सभी मित्र कह रहे कि पलायन रोकता, शासन व्यवस्था सही करता और भी कही अन्य सुझाव दिए सबने, सबके सोच बहुत अच्छी है।
परंतु मेरा सोचना थोडा अलग है कि इन सब समस्याओं की असली वजह क्या है और वो है कि जनता द्वारा चुने जाने वाले विधायकों का और मुख्यमंत्री का अपने उत्तरदायित्व को भूल जाना।
अतः मै अगर मुख्यमंत्री होता तो सबसे पहले खुद अपने उत्तरदायित्व को समझते हुए सभी मंत्रियों और विधायकों को उनके जिम्मेदारियों का उत्तरदायी बनाता।
मित्रो अगर ये सब हो जाये तो मुझे नही लगता कि प्रदेश की कोई भी समस्या हल नही हो सकती।
हुत अच्छा सवाल है? उत्तराखंड भारत का एक ऐसा राज्य है। जो प्राक्रतिक सोन्दर्य एवं प्राक्रतिक संसाधनों अनंत भंडार है। उत्तराखंड में विकास में बाधक ऐसी कई समस्याए हैं जिनके कारण हमारा राज्य हर क्षेत्र में पिछडा है। जिनमें प्रमुख रोजगार, पलायन, भ्रष्ट!चार, उच्च स्तरीय अस्पतालों का आभाव, सड़कों की दुर्दशा, हर क्षेत्र में उच्च स्तरीय स्कूलों का आभाव इत्यादि। इन सबका मात्र एक ही कारण है ओर वो है। हमारा “सिस्टम” व्यस्था या यूँ कहो कार्य करने का तरीका। और हमे जरुरत है इस सिस्टम को बदलनें की, सिस्टम के बदलते ही स्वत: ही सारी समस्याएँ ख़त्म हो जाएँगी। जिस प्रकार किसी एक स्थान में एक अच्छा प्रिंसिपल अपने अनुसाशन से अपनें स्कूल को एक आदर्श स्कूल बना सकता है। जबकि उसी स्थान पर दुसरे स्कूल में प्रिंसिपल की लापरवाही से सारे स्कूल का सिस्टम खराब हो जाता है। एक की लापरवाही से पूरे स्कूल का भविष्य अंधकार में डूब जाता है। इसलिए अगर मैं उत्तराखंड का मुख्यमंत्री होता तो सर्वप्रथम अपने प्रदेश की “सिस्टम ” व्यस्था को ठीक करता जिसकी सख्त जरुरत है। अभी तक जितने भी विकास कार्य हुए है। यदि सही सही अनुशाशन होता तो समय पर कार्य होते ना घोटाले होते और न ही कार्यों की गुणवत्ता खराब होती जो हमे आज दिख रही है। सही अनुशाशन से ही प्रशाशन चलता है और आदर्श एवं चमत्कारी परिणाम प्राप्त होता है। यहाँ सिस्टम में बहुत कमी है इसे दूर करके ह यहाँ का विकास स्वत: होने लगेगा।
जो गरीब और निर्धन परिवारों के बच्चे हैं उनके लिए निशुल्क स्कूल और होस्टल बनवाता।
हर खेत म पानी और सरकारी कर्मचारियो की जवाबदेही। शिक्षा में कृषि विषय को पुरे राज्य में अनिवार्य करना और उसमे तकनीक को जोड़ना।
Work for the betterment of public transportation as tourism is one of the major sources of income for the people of Uttarakhand, it still has potential as people don’t know how to reach the distant districts like Munsiyari, Pithoragarh etc. Can learn from the integrated system in Himachal, which has given tourism a tremendous boost there.

Mein sbhi sarkari schools ko 1st class c hi English medium or startng c hi computer study bnata taki hmare grib lo or baki medium class family k log bhi apne bcho ko gaun or pahadi rajeyo m achi study mil ske jisse wo bhart k anye rajy ya metro cities k brabr aage bada sake.
Sabse pahle tou mai apni Uttarakhandi bhasha Vikas hetu koi kadam uthana pasand karti humare sabhi karyalayo mai, schools mai, hospitals mai , news papers mai yaha tak ki news channels mai bhi apni bhasha ko likhit aur moukhik dono roop se pryog mai laane ki pahel karti kyuki mujhe Lagta hai ki hum apne utterakhand se dur hone ke sath sath uski boli se bhi dur ho rahe hai. Dusra mai utterakhand mai rojgaar ki vyavstha par kaam karti .
Tisra humare pahadi zameen itni upjaau hai ki yaha hum apne desh ke liye aanaj, daalein, fruits ugaa sakte hai. Uske liye krishi sambandhit sahayta Aur maargdarshan hum logo ko dai jisai humare log apna aanaj etc. rajye ke baher jaa kar Baich sake Aur kamai bhi kar sake. Aaj Uttarakhand ka ye haal hai ki Bahut si zamine banjar hou gai hai kyuki abb Bahut se log ya tou palayan kar Gaye Aur ya tou jyada mehnat naa karke aata daal shop se kharid lete hai.
Mein agr CM hota to uttarakhand ke Domestic Food or Sanskriti ko National or International tak badawa deta jisse Uttarakhand ke logo or wha ke culture wha ki Sanskriti ko ek alag se platform milta apni pehchaan banane duniya mein Uttarakhand ka naam roshan krne ka sath hi uttarakhand m jo aaj ke time m wha ki dharmik Sanskriti ka foreigner logo or wha ke aese log jo dharmik Sanskriti wha culture ko kharab kar rahe unpar uchit karyawahi karta uske liye ek proper kanoon ya bill banwata. Iske sath m hi agr Uttarakhand ke domestic product ko sahi roop se ek majboot market ka roop mile to uttarakhand se logo ka palayaan bhi band hoga. Jai Dev Bhumi, Jai Uttarakhand!
Sabse pehle to Gairsain ko permanent capital ghoshit krta . Pahadi gao me school, college,hospital kholta . N last Garhwali kumaoni film ke liye Dehradun me ek film city kholta.
U have asked for one change so money do make changes, how Uttrakhand can earn that we all know it’s tourism.
We have to work a lot towards that and to strat with is effective marketing of Haridwar, Kedarnath, Badrinath’s Lansdowne, Mussoorie, Dehradun, Tungnath, Devprayag etc.
We have so much to show the world. When we will highlight these tourist places, work on roads, cleanliness, proper hotels, portable toilets/washrooms using paper instead of plastics, planting trees etc. Then we will surely achieve the maximum tourists, have large capital and growth.
The first thing that I would like to change being the CM of the state is the disaster management authority which was formed in year 2007 as in the past years it has completely failed in performing its duties and has given a poor response while the state was under the influence of natural calamities, the state which has got a major role of tourism in its economy can’t afford such an unprepared disaster management plans as its the must thing for our Devbhoomi.
If I were the CM of Uttarakhand, all my developmental plans would have been villages centric and allot/utilise 75% budget of the state to the villages for at least 10 years to bring them at par with the cities and towns of the state. Secondly, tighten the state’s vigilance and police machinery, control over liquor mafias and transparency in govt functioning at all level and uniform transfer policy for govt employees, improvements in govt schools standard of education, the revival of agriculture in villages and generate employment opportunities for the villagers.
I would improve the irrigation and agriculture sector. I would try to bind local farmers with e-retailers so that local production such as kafal, buransh, pahadi potatoes etc could be sale out directly without any involvement of middleman & more profit could reach to local farmers.
Hills produce organic vegetables and their demand is high in metros…. So it could be done by the government that they directly sale organic vegetables through retail outlets in metro and tier 2 cities. If people will gain benefits from farming then people who left Uttarakhand will also try to return to the roots back again.
I’ve done my engineering from Kumaon Bipin Tripathi Kumaon Institute of Technology Dwarahat and Currently living in Delhi in search of JOB. Most of my batchmates from Uttarakhand are currently working far-off places like Chennai, Mumbai, Bangalore and others just to make their living. Pity that we are losing our best talent to other states just because our state machinery is not capable of implementing a strong policy for youths of this state. These kids are going away from their old parents when they most need them. Uttarakhand is seriously lacking in revenue generation and mostly depends on central aid. Nearly 70 % of our state revenue goes to wages of our state employees and we are left with only 30% for development. If I would be the CM of the state I would focus on creating more long-term revenue sources. some of the areas I would focus on: 1.) Uttarakhand being a calm and peaceful place can become an educational hub. I would try my best to promote this sector as it would attract the attention of the whole world, this way institutes will generate state some long time perennial revenue and will promote tourism too. 2.) Now coming to Hilly areas, The Hilly areas of Uttarakhand is best suited for horticulture activities and we can have best fruit and vegetable production there. The proximity from Delhi and other major cities is a boon for us. I will try to promote horticulture and allied activities and promote organic farming to create the best quality products that will fetch good revenue and Uttarakhand will become a NAME in Fruits and Vegetable production. It’s high time that state implement such long-term policies and bring prosperity in the state.
1. Fast approvals of hydropower exploitation project based on public-private partnership. This will generate more jobs for people.
2. Though our state is one of the most acclaimed tourist hubs, we should also need to bother the waste management.
3. Migration is the biggest challenge to Uttarakhand. Encouraging the growth of small scale industries, sugar and soybean mills. The literacy rate for females are less as compared to the national rate. Encouraging the girl education will be my motto for making them independent.
1. Change of capital from Dehradun to Gairsain would have been my first priority. Rest of the things could settle down based on the need of the state’s population.
